Detective Carter Shaw is the leader of a unit of detectives, who operate under a deep cover and outside of the local chain of commander. When one of his detectives is caught on camera dumping a body of a federal agent, the unit ends up getting unwanted attention. He recruits a new member to his team and integrates her into this case.
